An act to restrict mining to protect natural resources and prevent environmental exploitation.
§2 Definitions
For the purposes of this Act, ‘mining’ refers to the deliberate extraction of any ore.
For the purposes of this Act, ‘ore’ refers to any metal, mineral, or other resource that is mined for the purpose of generating value, monetary or otherwise.
For the purposes of this Act, ‘entity’ refers to any corporation (of any nature), nation, or individual, or other entity.
For the purposes of this Act, ‘deport’ refers to forced removal of an individual from the KUJ and the forced confiscation all property they own within the KUJ borders.
For the purposes of this Act, ‘property’ refers to any building that is owned by an entity.
For the purposes of this Act, ‘public services’ refers to any property function that serves the public, including (but not limited to) council housing, transportation, government offices, or embassies.
§3 Restrictions
No entity is permitted to mine ore at the bottom of the ocean for any purpose.
No government entity is authorised to provide exceptions.
No entity is permitted to mine ore within the bounds of its own land.
No government entity is authorised to provide exceptions.
§4 Penalties
Mining without authorisation is hereby a crime referred to as ‘illegal mining’, punishable by a fine of at least £1,000,000 per ore mined.
If the entity is a corporation and a fine of 10% the corporation’s annual revenue would be higher, then the fine MUST be that amount.
Furthermore, if the corporation’s owner, prison time of up to 10 years CAN be issued.
If the entity is an individual, prison time of AT LEAST 5 years MUST be issued.
If the entity is a nation, the Home Office is permitted to ban nationals of that nation from entering the KUJ.
Furthermore, the Home Office is permitted to deport all nationals of that country. IF the nationals consent to rescinding their nationality, a passport MUST be issued for them.
For other types of entity, the Crown Prosecution Service is permitted to act within reasonable grounds to punish said entity.
Purchasing land with intent to violate §3.2 is hereby a crime referred to as ‘intent to mine illegally’, punishable by confiscation of the land by His Majesty’s Government of the KUJ.
The Crown Prosecution Service is NOT authorised to issue prison sentences for intent to mine illegally.
§5 Miscellany
Property confiscated under §4.1.3 MUST be treated accordingly.
Property zoned as residential property MUST be transfered to the Council the property falls within the bounds of.
The Council MAY sell the property and absorb ALL profits or losses from such a transaction ONLY if the land cannot be lived in without unreasonable time and effort expenditure by the Council.
Property zoned as commercial property MUST be sold to a private entity by the Council the property falls within the bounds of.
If the Council fails to sell the property within 90 days, the property MUST be converted to be used for public services.
